Adding Title to thread names

All new picture threads should include the title tag at the beginning of the thread name, for admin search purposes.Any newly created thread that does not have the title tag will be deleted.

The tag should be in lower case and be the word title followed by a space, then - followed by another space and then the thread name, so it looks like this title - Thread Name
